1998
Before Softheon existed, founder Eugene Sayan filed a patent 6,477,569 B1 titled Method and Apparatus for Computer Network Management. This innovation laid the foundation for what is now known as agentic process automation, envisioning software agents that could intelligently route and optimize complex workflows. That bold idea became the DNA of Softheon: A culture of innovation, continuous improvement, and a commitment to building adaptive systems that make healthcare simpler, smarter, and more member-centric.
2000
Softheon launched with a vision to simplify complexity through technology. The company quickly built credibility with enterprise clients like Sony, JCPenney, and Chase by delivering powerful workflow and content management systems.
Those early projects honed the team’s skills in large-scale integration and process automation. They set the stage for Softheon’s eventual pivot to healthcare, where the need for transformation was even greater.
2006
When Massachusetts created the first state health exchange, Softheon worked with Perot Systems to deliver an enrollment, billing, and CRM solution in just 90 days, helping launch Romneycare successfully.
This achievement became the blueprint for the ACA Marketplaces that followed. It proved Softheon could build and operate exchange infrastructure at scale, balancing speed, compliance, and member experience.
2012
Softheon expanded into private health exchanges, giving employers, brokers, and individuals new ways to shop for and manage coverage. These platforms helped drive consumer-driven healthcare long before it became mainstream.
The lessons learned from private exchanges shaped Softheon’s later work in the Marketplace. The technology stack was refined to handle complex enrollment, billing, and reconciliation processes in both public and commercial environments.
2020
Softheon launched subsidiary W3LL, an integration engine connecting brokers, benefit partners, and ICHRA administrators directly to leading health plans. Bringing seamless On-Exchange enrollments, automated payments, and Off-Exchange ICHRA growth under one roof.

Softheon partnered with Cox HealthPlans, a provider-aligned organization in Missouri, to power its Medicare Advantage operations. Bringing the same trusted technology already used on the ACA Marketplace, Softheon modernized Cox’s enrollment, billing, and compliance capabilities to keep pace with market growth. We are proud to support health plans across lines of business, lowering administrative costs for organizations focused on community-driven care.

Softheon acquired NextHealth Technologies alongside its AI-powered analytics platform, bringing advanced data-science capabilities into the Softheon ecosystem. The technology and talent from this acquisition strengthened Softheon’s ability to help health plans reduce administrative costs, improve effectuation and retention rates, and personalize member engagement.

Softheon launched CITIZ3N, a subsidiary with a purpose-built platform to help state and federal agencies modernize eligibility, enrollment, and verification processes.
CITIZ3N combines Softheon’s two decades of Marketplace expertise with advanced automation, identity verification, and secure data exchange. CITIZ3N's Verify platform helps agencies streamline eligibility decisions, reduce fraud, waste, and abuse, strengthen program integrity, and allows for community engagement and work requirement tracking.
With CITIZ3N, Softheon expanded its mission beyond carriers to help governments deliver benefits more efficiently and equitably.

Eugene serves as Softheon’s Founder, Chairman, and Chief Executive Officer, responsible for guiding Softheon’s mission to increase affordability and access to health coverage.
Eugene has over 30 years of experience developing and nurturing technology solutions for healthcare payers, providers, and government agencies. His success at leading multi-year development initiatives stems from his time orchestrating big data and process management projects for Fortune 1000 companies at IBM.
Eugene has earned several industry awards, including the Stevie® Silver Award in the Achievement in Management – Health Products & Services category in 2022, and the Stevie® Gold Award in the Best Entrepreneur – Health Products & Services category in 2025. He also currently serves as the Chairman of the HRA Council.

Charles Stellar brings nearly four decades of accomplished expertise in health and hospital administration, association management, and organizational leadership. His tenure at WEDI is marked by groundbreaking contributions that have strengthened WEDI’s role as a vital advisor to the Department of Health and Human Services (HHS) and its agencies. Under his leadership, WEDI has become a central force in advancing interoperability, promoting innovative data exchange solutions, and guiding health IT standards. Stellar’s strategic vision facilitated meaningful collaborations with stakeholders, fostering advancements in prior authorization, cybersecurity, automation, and the adoption of value-based care principles, making strides toward reducing administrative burden and improving care delivery through efficient health information exchange enhancing the patient experience.
He joined WEDI in early 2016 after serving as the Executive Vice President of America’s Health Insurance Plans (AHIP), the trade association representing the nation’s health insurance industry. At AHIP, he was the key liaison between health plan and affiliate members, ensuring consistency in messaging and shaping the association’s brand and strategy.
